Description
Lead engineering role supervising the end-to-end lifecycle of ground segment service requirements for the IRIS² secure connectivity programme, including OSS and BSS layers. The position coordinates cross-domain teams such as operations, security and service management, and oversees implementation, integration, verification and change control across the service infrastructure. Based at ESTEC in Noordwijk, the role reports to the Head of the Secure Connectivity Ground Segment & Operations Office and liaises with operators, the GOVSATCOM Hub and the European Commission.
Responsibilities
Supervise the end-to-end technical requirements lifecycle for the IRIS² service component of the ground segment, including OSS and BSS
Coordinate with operations, security and service management (ITIL) domain teams to ensure consistent requirements and coherent operational workflows
Prepare for, contribute to and support project reviews at ground-segment level, ensuring technical consistency and alignment with standards
Supervise service-infrastructure implementation activities and verify delivered components against requirements, interface specifications and V&V plans
Liaise with the system office on implementation, integration and validation of interfaces between the system, the ground segment service component and external interfaces such as the GOVSATCOM Hub and commercial operators
Support alignment of OSS/BSS workflows with ITIL processes including incident, problem, change and configuration management
Monitor schedules and delivery progress, identify risks and issues, conduct technical impact assessments and propose mitigation actions
Monitor and control changes and deviations/anomalies of the service component, ensuring change requests are analysed, documented and implemented in a controlled and traceable manner
Support integration activities involving 5G Core-related architectures, including service-based interfaces and exposure mechanisms
Support the service and exploitation team at the European Commission managing the overall service lifecycle following ITIL
Requirements
Strong capability in supervising the full lifecycle of technical requirements for a service infrastructure, covering functional, performance, operational and security aspects
Experience decomposing requirements to lower levels and defining the associated interfaces
Proven experience coordinating cross-domain technical activities across operations, security and system engineering teams
Demonstrated experience with service management frameworks such as ITIL and TMF
Expertise in supervising implementation of service-infrastructure activities and validating functional performance against specifications
Solid experience in tracking, evaluating and controlling changes with technical impact assessment and traceability
Proven experience in the development and integration of large scale software systems
Master's degree in a relevant engineering discipline plus four years of relevant professional experience, or a bachelor's degree with an additional four years of experience
Strong problem-solving skills, planning and organisational skills to deal with day-to-day operational challenges
Ability to set priorities, present practical solutions orally and in writing and stay customer focused
Direct experience working with a commercial telecommunications company and operator is a distinct advantage
Experience in public-private partnership projects, public speaking and projects with a security dimension would be an asset

Grade band A2 - A4; the position may be filled at A1 level if the selected candidate has less than four years of relevant experience after the master's degree
