Description

Programme Management Officer at UNEP's International Methane Emissions Observatory (IMEO) in Paris. The role involves strategic coordination of methane emissions data initiatives, donor relationship management, governance of advisory bodies, and high-level government engagement on climate change mitigation policies.

Responsibilities

Lead strategic coordination of UNEP's International Methane Emissions Observatory (IMEO)
Act as a central coordination function across IMEO Practices, Projects, and cross-cutting workstreams
Drive development, consolidation, and tracking of IMEO's annual workplan including performance indicators
Support strategic planning processes including preparation of internal strategy documents and technical roadmaps
Structure and facilitate internal governance processes including weekly management meetings
Coordinate cross-divisional inputs within UNEP and ensure coherence with broader Climate Change Division priorities
Manage strategic relationships with donors and key partners ensuring alignment of priorities and transparency
Support development and execution of IMEO's donor engagement and resource mobilization strategy
Prepare high-quality written outputs including donor reports, technical briefings, concept notes
Provide substantive and logistical support for IMEO Board and Advisory Council meetings
Lead preparation of high-level briefing materials, policy notes, and technical analyses
Coordinate IMEO participation in major international events including Ministerial summits and high-level forums
Represent IMEO and UNEP in international fora to strengthen partnerships and enhance visibility
Collect and analyze data to identify trends using data visualization methods

Requirements

Advanced university degree (Master's) in political science, public policy, or environmental policy required
A first-level university degree with two additional years of relevant experience may be accepted in lieu
Successful completion of programs in data analytics, business analytics or data science is desirable
Minimum five years of progressively responsible experience in programme/partnership coordination with governments and stakeholders from oil and gas sector on climate-related issues required
Experience on methane emissions, particularly related to oil and gas sector emissions sources, reporting, and mitigation opportunities required
Experience coordinating and engaging with international partnerships related to methane emissions management globally required
Experience engaging with senior-level government officials, particularly among Global Methane Pledge Champions required
Experience with coordination of complex and large global methane projects required
Experience in managing a geographically dispersed team required
Experience working within the United Nations system or similar international organization desirable
Two years or more of experience in data analytics or related area desirable
English UN Level III and French UN Level II required

Conditions

Initial appointment for 1 year, subject to extension
Fixed-term appointment limited (FTA limited)

Assessment may include technical written test followed by competency-based interview
