Description

A government institution in Warsaw is seeking a chief specialist for the development of ICT systems and the EZD RP electronic document management system within its Department of Information and Communication Technology. The role covers analysing user and organisational needs, documenting functional requirements, designing IT solutions with a focus on security, and testing and accepting new system functionalities. The specialist cooperates closely with users, technical teams, contractors and other stakeholders on the digital transformation of public administration processes.

Responsibilities

Participate in the implementation, maintenance and development of the EZD RP system as part of the state digital transformation, analyse user needs, handle functional changes, test new functionalities and resolve system problems
Analyse the digital transformation needs of organisational units and identify opportunities to improve processes using IT tools
Develop and document functional requirements for ICT systems and applications and take part in designing IT solutions, including cybersecurity, information security and access control
Describe processes, functionalities, use cases and the expected behaviour of solutions
Cooperate with users, technical teams, contractors and other stakeholders, translating user needs into functional and technical solutions
Participate in testing and acceptance of ICT systems, applications and new functionalities, prepare test scenarios and verify compliance with functional and security requirements
Prepare and update user and functional documentation
Maintain, develop and improve internal ICT solutions supporting digital transformation, including solutions based on the Microsoft SharePoint platform

Requirements

Higher education
At least 2 years of professional experience in the area of ICT systems
Communicative command of English
Knowledge of the functioning, implementation, maintenance and development of ICT systems
Knowledge of administering ICT systems and applications
General knowledge of electronic document management and digitalisation of processes
Ability to use SQL
Ability to use at least one programming or scripting language at a basic level
Analytical thinking and creativity
Work organisation, goal orientation, cooperation, effective communication and reliability
Willingness to undergo a security clearance procedure or hold a "POUFNE" clearance
Polish citizenship, full public rights and no final conviction for an intentional crime
At least 2 years of experience with electronic document management systems or electronic document flow systems
Specialised training in protecting classified information in ICT systems and data protection training
Knowledge of EZD-class systems
Knowledge of Microsoft 365 or SharePoint environment
Ability to work with containerisation or application deployment automation technologies

Non-standard working hours, including on-call duties
