Description

The UK's aviation and aerospace regulator is hiring a Technical Systems Analyst to support its Future Surveillance Operating Model (FSOM) and SARG oversight systems. The role combines system configuration, business and systems analysis, platform administration, management information reporting and continuous improvement. Working with the Product Owner, Product Manager, suppliers and delivery teams, the postholder acts as the subject matter expert and technical authority for the Surveillance & Oversight platform. The position is based at Gatwick with two days per week office attendance and a salary of up to £54,790 per annum.

Responsibilities

Act as the recognised subject matter expert and technical authority for the Surveillance & Oversight platform
Ensure the platform supports regulatory oversight, certification and surveillance activities through configuration, optimisation and continuous improvement
Keep system configuration, workflows and business rules aligned with agreed business processes, governance requirements and regulatory obligations
Drive adoption of new system capabilities and standardised ways of working across SARG
Assess, test, document and implement system changes to support operational effectiveness and minimise business risk
Identify opportunities to improve system performance, user experience, efficiency, standardisation and automation
Translate business needs into functional and non-functional requirements, user stories and acceptance criteria
Analyse current state processes and design future state processes that maximise the benefit of FSOM and other digital services
Configure and maintain business system functionality including workflows, forms, permissions, business rules and system settings
Lead business configuration, testing and implementation for approved enhancements, upgrades and releases
Assess system issues and determine root causes involving process, system design, integrations, data quality or user behaviour
Analyse operational and system data to identify trends, risks, opportunities and performance improvements
Develop and maintain management information and performance reporting, monitoring usage, adoption and performance metrics
Develop and coordinate test plans, test scenarios and acceptance criteria and verify delivered solutions meet requirements
Support release planning, deployment and implementation activities and track defects and enhancement requests
Develop training materials, user guides and knowledge articles and deliver train-the-trainer capability
Facilitate workshops, stakeholder meetings and process reviews to gather insight and build consensus
Identify, assess and escalate risks, issues and dependencies impacting system performance, adoption or compliance

Requirements

Demonstrable ability to act as a subject matter expert for business systems, advising on capability, configuration and best practice use
Experience supporting, configuring or administering business-critical systems, platforms or enterprise applications
Experience analysing and documenting business requirements and translating them into workable system solutions
Experience configuring system functionality, including workflows, permissions, forms, templates and business rules
Experience planning, coordinating and supporting system testing, including User Acceptance Testing (UAT)
Experience working with business stakeholders, technical teams and third-party suppliers to deliver system improvements
Strong analytical and problem-solving skills for complex business and system issues
Strong stakeholder management, facilitation and communication skills with both technical and non-technical audiences
Ability to manage competing priorities and deliver outcomes in a complex, evolving environment
Experience developing user guidance, training materials or supporting adoption of new systems and ways of working
Desirable: experience supporting surveillance, certification, audit, compliance, quality management or case management systems
Desirable: knowledge of data governance, information management and data quality practices
Desirable: experience with large-scale system transformation or transition from legacy systems to modern digital platforms

Conditions

Permanent full-time contract
Location Gatwick, with 2 days per week office attendance expected
Salary up to £54,790 per annum dependent upon experience
Security level BPSS, national security vetting required for the role
Visa sponsorship is not offered for this position

Office relocating from Aviation House to new premises within a 15-mile radius, not expected before 2028
